This doesnt happen every day. Most times the driver is fined or worse but this on a high note

Randy Smith of Fort Mill was injured after off-duty deputies tackled him at Chester dirt track

Federal jury sided with Smith that off-duty cops used excessive force in 2009 arrest

Smith awarded $25,000 but says case has never been about money
