This track turns out to be Lobo Speedway, also known as Artesia Speedway.

There is actually a video posted on YouTube of a team that was based there - Sidewinder Motorsports - testing two modifieds in 2007 with the comment that the track was a bit dusty that day.

Artesia Speedway dates to 1947, and 1999 for Lobo Speedway. It appears they may be one and the same, give or take 50 years. It's a 3/8 miler (maybe) around the outside, but more of a 1/4 mile in the groove. From the photos, it sure don't look like noise-complaining neighbors, shopping malls, or housing developments are to blame for its demise.
