Dave, it was the November 1966 issue of SCR. The one with Goldsmith on the cover. It was on a page called, "Racing Round-Up".
The caption said, "Running for office? Start with stockers. Buddy Baker hooked Bristol qualifying race with durable campaigner."
Two other interesting photos on the same page were the headlight and taillight covers of Pearson's Cotton Owens Dodge showing the recently added car numbers for a more "positive ID". Went on to say NASCAR may require the ID soon.

Too many of the facts match up - the inspector you are talking about is Walter Wallace. I think he and Doyle Ford traveled the highways a lot during that era. Walter was a NASCAR inspector, a two-time track champion at the Nashville Fairgrounds, and a respiratory therapist at Baptist Hospital in Nashville.
I recently talked to Walter, who now lives about halfway between Nashville and Knoxville. He's preparing to move to Washington state, so we are going to have a racer's lunch in the next month or two so everyone will have a chance to say farewell to Walter. He's a great guy. Gotta be the one you are talking about.
I can bore you with lots of photos from this race. Although we were in the stands this was the first Cup race where I had a good camera, and I put it to use!
One significant statistical note - when Gary B. qualified the Matador in second position it would be the first front row start in a Cup race for Roger Penske as a team owner.

I've been a little bored lately. I had all the "Stock Car Racing" magazine covers scanned, so I thought I should do something with them.
I think it's every cover. If you know of one I'm missing, please let me know.

I realize it's a different world, but in looking at all of these in one place made me wonder if the part of the reason for the demise of the magazine was because they got away in part from what made them successful.
Of the first 31 covers, all but two featured Grand National cars. The two that didn't featured a driver in victory lane of a major GN race (Mario at Daytona and Cale at Darlington). Ironically, of the final 32 editions of the magazine, a Cup car was featured on the cover of only two.
As I said, I realize there was more to it than that - mainly the internet and the speed at which information is passed along. I'm sure many here remember when SCR was one of the main sources for a fan to get details of races, even if that information was months old by the time you read it.
Anyway, hope you enjoy looking at the covers and that maybe they stir up some fond memories.
