My how the plans changed.2.5 miles?Quad-oval?Not banked as steeply as Daytona?One interesting nugget though. Says the plans were for the state to build the track and France to lease it from them for 99 years. I think SMI made this kind of arrangement for Texas Motor Speedway. But I wonder if France and later ISC ended up in the lease scenario when all was said and done - and if so, is that the arrangement today?
