My 1st thought is Dion as well. He could have used the #28 when he was in the south.( iv'e studied his cars for a few years, and based on the brown color, if it was in fact him they were using this color for a while in the late '70's )

It's Dave Dion, he drove this car around 80 or 81, looks like South Boston.
