This is actually the 1963 Daytona 500 pace lap with Fireball Roberts on the pole. Most racing results websites have him in a Ford in this race but he was in a Pontiac as you can se by the body-style as well as noted by the post-race news release from NASCAR headquarters in Daytona Beach. And Robbie is correct, #13 is Johnny Rutherford.
