This looks like a modern restoration (the fan belt gives away) but this was an attempt at running the intake thru the normal "exhaust" ports and the exhaust out through the old intake. The idea was to make a flathead run cooler, and produce more power. Boy, we'd try anything back in those days..

Oh! I forgot. This engine was possibly a "counter" rotating engine, which in theory would "plant" the left front wheel, instead of trying to lift it as you accelerated coming out of a corner.
