Earl Balmer of Floyds Knobs, Ind. at an ARCA race at Salem, Ind. in 1964 (possibly). The Ford was owned by Pete Viviano, CEO of Delmonico Foods in Louisville, and it was the car Earl drove at the Fairgrounds Motor Speedway. . Check out Earl's Grand National and ARCA statistics below, Earl was quite a good driver.

That's Earl Balmer of Floyds Knobs, Ind. at an ARCA race at Salem, Ind. in 1964 (I think). He won the race, as I recall. The Ford was owned by Pete Viviano, CEO of Delmonico Foods in Louisville, and it was the car Earl drove at the Fairgrounds Motor Speedway. They also had a 1964 Plymouth with a 426 wedge, and Earl was leading the ARCA race at Daytona when the engine blew. I understand Earl is now living in Florida. Another good friend.

The guy directly in front of the car is Joe Clark, and to his left in the jacket is Bill Kimmel, the father of Bill Jr. and Frank Kimmel.

Looking at Earl's statistics on Ultimate Racing History (link provided above) he had some very good finishes in Grand National racing. Racing for Cotton Owens, Bud Moore and Ray Fox, Earl did quite well on the super speedways.
