From the top of the Washington Monument looking at the track in the center to the left. Today, this area is known as Haines Point. Back in the 60s the roadway was packed with a few folks watching the night flights at National Airport across the river and most of the rest just fogging up their car windows. There was another name used for this place but this is a family website so I'll leave that alone
