Is that Roy Hall Raymond and Loyed C famely
That's "Rapid Roy" Hall, who race for his cousin, Raymond Parks, and won on the beach. Lloyd Seay was his cousin as well. All three, Hall, Parks and Seay are enshrined in the Georgia Racing Hall of Fame (inaugural class, 2002).
