That's Iggy Katona leading Paul Wensink through the first and second turns at Louisville Downs in an ARCA race in 1967. Wensink won the race. They "garaged" the cars in the horse barns. Les Snow was the first one to fire an engine, and when he started his Hemi, both of the stall walls fell down.

I am a good firend of Paul Wensink he lives just down the street from me. I rember when he won this race in 67
