Bugs Stevens #15 Modified. The Event was the Cardinal 500 modified /sportsman race October 1974. I was there and Ray Hendrick won both. Great Racing!

I believe that would be the Bugs Stevens #15 RI (for Rhode Island) owned by Sonny Kozella. Fred DeSarro used to drive the car until he and Bugs swapped the Len Bohler #3 and Sonny Kozella #15. Here is a photo of one of the Bugs/Kozella cars as posted on the Vintage Modifieds web site:

Yep, that is Carl "Bugs" Stevens.
